Symptoms

Deploying a 30 mega WAR file in a cluster with 12 members, takes 2 minutes if no server is running.
It takes more time, if more files are running or if the cluster has more members.
When all the servers are running, it takes 6 minutes.
Thread dumps with specific frequency (each 30 seconds) were collected at the managed servers observing this pattern, especially for the slowest managed servers:
