WSM-04698 and MDS-00575 Exceptions In SOA Server Log After Installing Latest Weblogic PSU Patch (Doc ID 2711169.1)

Symptoms

After installing the latest WebLogic patch, the following errors have started occurring in the SOA Server logs

java.io.IOException: WSM-04698 : Versions 0 to 2 of document "/policyAttachments/oracle/wss_saml_or_username_token_service_policy" are not deletable due to underlying error "oracle.mds.persistence.MDSIOException: MDS-00575: failure to acquire write lock for /policyAttachments/oracle/wss_saml_or_username_token_service_policy

In this case, the policy name is oracle/wss_saml_or_username_token_service_policy but that part of the error could be any policy that exists in the domain.
