Unable To Create Policies On OWSM - Pop-up error

Symptoms
Out of the box installation, trying to create an OWSM policy, copy a policy or view a policy all result in a popup box with an error. Once we hit ok on the box we can continue normally. Functionality is fine, but this error comes up every time.
Also once the policy is saved, or we hit cancel, a different error appears in a popup box but again, everything continues to work normally.
The issue at this point is essentially an annoying popup error in the EM GUI that does not seem to affect anything.
The error shown in the box and logs is: Datacontrol is null for Method:handleTaskFlowRegisterHelpTopicIdEvent,
fullName:data/as_policymgr_policyManagerPageDef/handleTaskFlowRegisterHelpTopi
cIdEvent/invoke
JBO-29000: Unexpected exception caught:
java.lang.UnsupportedOperationException, msg=Datacontrol is null for

At this time, this only seems to happen in WLS 12.2.1.4 specifically
