Symptoms

In 12.2.1.4.0 OIG, trying to use 'Forgot Password' option does not work and displays below error

You will receive an email shortly with further instructions to your registered email. If you do not receive any email, please contact your system administrator

 This happens even when OIM.DisableChallengeQuestions is set to False
