Connecting Using JDBC 19c or 18c Against a Database 12.1.0.2 ( non CDB) Produces ORA-65131 (Doc ID 2711455.1)

Symptoms

Application using the JDBC/thin driver version 19.7 needs to connect to a variety of databases of different versions.  When trying to connect to a specific database version 12.1.0.2 the connection attempt fails with ORA-65131.


Despite the error ORA-65131 the CQN ( Continuous Query Notification)  is not being used on this database.  This is a connection issue.

This issue is specific to the JDBC 18c and 19c drivers but does not happen with JDBC 12.2.0.1.
