Custom Application That Authenticates Through WLS Using OID or OUD as IDStore, Hangs Causing Stuck Threads in OIM (Doc ID 2711566.1)

Symptoms

A custom application calls OIM Java APIs to create new users. At certain point, the OIM Create user gets 'stuck' and does not respond to the calling app. This state continues for about 5-10 minutes and then the system goes back to normal. The only error that appears in the OIM logs reads:
