No Supported Ciphers - Error When Starting ORDS in HTTPS / SSL Mode on AIX

Symptoms
Installed ORDS version 19.2 on AIX along with IBM/AIX JVM. Started ORDS in HTTPS mode. This results in a "No supported ciphers error":
WARN:oejus.SslContextFactory:main: No supported ciphers from [...list of ciphers...]
When trying to connect to ORDS from a browser a different error is seen:
This site can’t provide a secure connection. Try running Windows Network Diagnostics.
ERR_SSL_PROTOCOL_ERROR
The issue reproduces with both the Oracle supplied self-signed certificate and a third party certificate.
This issue was tested in versions 19.2, 19.4 and 20.2 and reproduces in all versions.
This error is specific to AIX, and does not occur with 1.8 JDK on other OS platforms.
