Ensure a Custom Web Service Policy is Used in Jdeveloper's Wizards

Goal
A custom policy was created but it does not show up in the list of policies while creating a Web Service or client from WSDL in JDeveloper.
The custom policy was created based on a template included with JDeveloper and placed in the following folder:
<APP_DATA>\Roaming\JDeveloper\system12.2.1.4.42.x.x.x\DefaultDomain\store\gmds\owsm\policies\oracle
Despite doing this, JDeveloper does not list it.
How may a custom policy be used in JDeveloper so it is included in the list of policies shown by the wizard while creating a Client Proxy?
