Symptoms

In an Oracle Identity Manager (OIM) - Oracle Access Manager (OAM) 12.2.1.3 Single Sign-On (SSO) enabled environment when an end-user (who has role, org capabilities) is trying to create a Role, it is failing with the following error. 

Whereas the same scenario is working in a non-SSO enabled environment.
