OUD - EUS Logins to Oracle Database (DB12c) Fail with "no cipher suites in common" after Upgrading Java for OUD (Proxy or Directory Server) (Doc ID 2714669.1)

Symptoms

After the JDK version is upgraded for an OUD instance with an EUS config, EUS logins are not working with the 12c database (DB) but logins are still working for the 19c DBs.

Note: This issue is applicable to an OUD Directory Server Instance and an OUD Proxy Instance.

 In the OUD access log, from the IP of the host where sqlplus was run, it results in the error "no cipher suites in common".

Due to this issue, users cannot log into the 12c DBs using sqlplus.
