Symptoms
According to How to Configure Webutil in Forms 12c (Doc ID 2070183.1) "Beginning with 12.2.1.4 Forms Jacob 1.18M2 or any version higher than 1.18M2 in the 1.xx family is supported."
jacob-1.19 or newer should can be used in Forms 12.2.1.4. but when running Diagnostic Test Form (Doc ID 553849.1), it shows the following warnings:
