OUD11g/12c - The "export-ldif" Command is not Exporting ASCII Format if Special Characters are in Exported Data (Doc ID 2719292.1)

Symptoms

While running the export-ldif, it is fetching all the user-details in the LDIF file.
But if the user details contains some special characters (as Swedish char "ö"), then it shows a hashed value rather than the correct name.
