The steps from Section 5 Upgrading a Standalone Oracle HTTP Server from a Previous 12c Release from the 12.2.1.4 Upgrading Oracle HTTP Server documentation are being followed.

After upgrading from a standalone OHS 12.2.1.3 to 12.2.1.4, the OHS will not startup, and the following errors are shown in the ohs log:
