Documents Crawl Source is not Displayed in WebCenter Portal 12c

Symptoms
When navigating in WebCenter Portal to Adminstration > Tools and Services > Search Settings > Scheduler tab, the "Documents" Crawl Source is not listed. Just the "Portal" Crawl Source is listed.
This is a new install of WebCenter Portal 12.2.1.4 with Elasticsearch configured following the documentation at:
Configuring WebCenter Content for Search
The managed server log shows:
