Post Upgrade Creation Of APEX Workspace Fails With Password Rules Exception (Doc ID 2719449.1)

Symptoms

Creation of APEX workspace fails.

Since upgrading to APEX version 20.1, unable to create a new Workspace.

In the process of specifying the new Workspace the following error is generated no matter what the password value is:
"Schema password must be 30 ASCII characters or less, and not include a double quote. The password must also conform to any password complexity rules defined for the database."

Even if the password policy was adhered to, it does not solve the issue. For reference see:
