ORDS Failed To Start Standalone As Well As From The Application Server As The Start Process Is Getting Hanged (Doc ID 2719629.1)

Symptoms

When attempting to start the ORDS standalone or from the Application Server, the process is getting hanged without any error.

The attempt to start standalone ORDS is hung and the attempt from Weblogic Server failed to start the Server.

The status of the server remains in the "STARTING" till the process to start is killed.
