Dynamic Converter Always Defaults to UTC - Send and Received Dates for Emails (Doc ID 2719800.1)

Symptoms

When using Desktop integration suite to check in emails - dynamic converter in the ADF UI always shows the sent and received dates as UTC for send and receive dates. 

As an example, we set out testcase with the following options:

SystemLocale=English-UK
SystemTimeZone=Pacific/Auckland

The test email a date/time stamp of 2/24/2020 2:38 PM.  When the email is checked into the WebCenter Content Server, the date/time stamp shows = 25/02/2020 0:39; a time difference is +10 hr 8 min.

We are expecting Auckland time, not UTC.
