While attempting to download the Oracle WebLogic Server Proxy Plugins 12.2.1.3.0, the following error is seen when accepting the license agreement:

"Can't be downloaded securely."

This occurs when following the Download link from the following KM Article:

"Setting Up Apache as a Reverse Proxy Server (RPS) on WebLogic 12c (Doc ID 1987320.1)"
