GoldenGate Microservices Architecture - Newly Created User in Admin Server Cannot Login to Service Manager (Doc ID 2720015.1)

Created new user in GoldenGate Micro Services Admin Server.  This new user CAN login to Admin Server, Performance Server, etc. 
This new user CANNOT login to OGG MS Service Manager.  Receives invalid username/password error.
