Some OSB Application Deployments Lost After Copying The Domain And Upgrading To 12.2.1.4

Goal
The customer is working on upgrade from 12.2.1.3 to 12.2.1.4
As part of the upgrade they copied the production domain (that has the full SOA stack) to dev environment and upgraded to 12.2.1.4
After that some of the OSB application don't show up on the WLS console -> deployment even though they are on the WLS config.xml
The applications are :
Service Bus Domain Singleton Marker Application
Service Bus DSP Transport Provider
Service Bus EJB Transport Provider
..
Service Bus Framework Starter Application
The only affected applications are the OSB applications that have "OSBTemplate" applications.The problem doesn't affect the SOA, BAM or BPM apps.
