PDF File is Corrupt When Uploaded Using Base64 Encoding (Doc ID 2723882.1)

Symptoms

GetFile invocation of a file uploaded using Base64 encoding is returning a corrupted file.
A pdf uploaded is just returning AAAA instead of the actual content.

Trying to open the pdf sometimes gives 'Failed to load pdf' error as well.
