Symptoms

After applying PSU 10.3.6.0.201020, application saves the input mbcs chars (Like Chinese, Korean, Japanese, Arabic etc.) data to the database is garbled, and the data on page displayed as garbled. It is work fine after rollback PSU 10.3.6.0.201020.
