Patch installation fails when deleting Tree Tabs with error -- No access allowed for requested action. (Doc ID 2725620.1)

Symptoms

On : 12.2.1.3.0 version, WebCenter Sites

When attempting to run sitespatchconfig after applying latest patch,
the following error occurs.

The sites patch screen did not update for 30 minutes with 0 out of 39 items executed and the following error is in sites.log
