Trinidad Components in Page Causes a ClassNotFoundException for "FlowLayoutRenderer"

Symptoms
While trying to migrate a web application from JDeveloper 12.1.2 to 12.2.1.3, where the application uses Trinidad for the view components and ADF Binding/ADF Business Components to provide the data, a runtime error is seen when the application is run on the IntegratedWebLogic server.
Pages without any Trinidad components are rendered fine, but pages with Trinidad components are blank and a ClassNotFoundException is output to the log.
The class that is not found is org.apache.myfaces.trinidadinternal.ui.laf.base.xhtml.FlowLayoutRenderer.
The same can be reproduced with a simple one page application that only includes Trinidad components.
Changes
Some deprecated components were removed from the libraries.
