Symptoms

Provisioned Oracle Fusion Middleware Forms Services 12c (12.2.1.4.x )on Oracle Cloud Marketplace Instance. All services started during provisioning. However, a restart of services via "Instance Control" scripts (start_all) results in error.

Provision the MarketPlace instance. Shutdown services and Start them again. Perhaps other undisclosed actions between shutdown and startup.
