Soa.delete_instances_in_parallel Doesn't Remove Resequencer BestEffort Groups (Doc ID 2727620.1)

Goal

On : 12.2.1.3.0 version, Mediator Service Engine

 soa.delete_instances_in_parallel doesn't remove resequencer BestEffort groups

Mediator resequencer BestEffort groups are not being purged by soa.delete_instances_in_parallel routine. Because of that there are a lot of rows in mediator_group_status table and execution time for some SQL updates is increasing significantly.

There is no such issue for other resequencer type like FIFO.
