10g OHS Fails to Start with "Header takes two or three arguments, an action, header and value" when SameSite Cookie Attribute is Enabled (Doc ID 2727783.1)

Symptoms

The 10.1.2.3 OHS does not start after adding the SameSite Attribute in httpd.conf, and the log file shows the following errors:

The issue can be reproduced at will with the following steps:
1. Followed steps in Note 2635983.1 How to Set a SameSite Attribute for the Set-Cookie Header with Oracle HTTP Server
2. Start OHS
