This can apply to all version of 11g and 12c.

The WCC Managed Server is started and is in the RUNNING state.

Yet the WCC isn't accessible.

The <WCC Managed Server>.out log contains the following:

Even though the WCC Managed Server is running, the core Content Server failed to start.
