Cannot Install or Upgrade ORDS into CDB Because the Container Must Be In READ WRITE Mode (Doc ID 2728748.1)

Symptoms

 Trying to install or upgrade ORDS on a Container (aka Multitenant Database) see below error

Error cannot install or upgrade ORDS into the CDB because the container requires to be in READ WRITE mode.
PDB PDB$SEED - MOUNTED
PDB <custom_name> - MOUNTED

However if one check PDBS status they shows open and read write mode
SQL> show pdbs

   CON_ID CON_NAME                       OPEN MODE  RESTRICTED
---------- ------------------------------ ---------- ----------
        2 PDB$SEED                       READ WRITE NO
        3 <custom_name>                           READ WRITE YES
