In APEX 20 leading zeros are dropping from CSV export reports when open in Excel (Doc ID 2729155.1)

Symptoms

In Previous APEX versions (before APEX 20) below workaround (forcing Excel to interpret a made up column as a string) worked to avoid the removing of leading zeros when a file is downloaded as CSV and imported to Excel

decode(nvl(:REQUEST,'FOO'),'CSV', '="' || col_name || '"', co_name) col_name_excel,

eg:  ="089407"

but is not working anymore as
