What is the Process to Add a Records Freeze as a Favorite? (Doc ID 2729517.1)

Goal

In Webcenter Content: Records, when freezing a record, the pop-up window has a drop down box defaulting to “favorite” freezes – it is empty in the screenshot and I am not sure how favorites are determined.
