Goal

After restarting the WLS Admin Server, user <user1> getting added to security realms even after deleting it from console. Not using external LAP.

Steps performed to delete the user:

Untarget the user <user1> from Admin group.
Delete the user <user1> under security realms.
But after restarting the Admin Server, the user <user1> shows up again in the console under security realms.
