Error Connecting to WebVerifier When Accessed From F5 Load Balancer "You are already logged in on another machine. Please log out first and try again"

Symptoms
New implementation of WebCenter Forms Recognition. Connecting directly to the Web Verifier server works fine, but when connecting to Web Verifier through a F5 load balancer the user is getting auto logged out as soon they login. Windows Authentication is enabled.
- We've verified with the network team that manages the F5 load balancer and they have configured sticky persistency for load balancer.
- We've also tried to change the persistency and to IP hash and that did not solve the issue
The message shown to the user in the Login.aspx page in Web Verifier is:
You are already logged in on another machine. Please log out first and try again.
