Unable to load users with full reconciliation

Running the Peoplesoft HRMS Trusted Reconciliation scheduled task throws errors and does not load users


The issue can be reproduced at will with the following steps:
1. Define workforce users on PSFT side
2. Set up WORKFORCE_FULLSYNC Trusted recon
3. Run the Peoplesoft HRMS Trusted Reconciliation job
