Credit Memo Line Pairing Not Working With Closed PO In WFR

WFR is integrated with Oracle E-Business Suite 12.1.3. Line Pairing is enabled and occurs without issue if the P.O. status is open. If the P.O. status is closed, Line Pairing doesn't work and changes the P.O to INACTIVE PO Hold, which is expected. Credit Memos are functioning in the same way, and this is expected as well.
However, the business needs to pair a Credit Memo with a closed P.O. Can this function be performed in WFR?
