ACTUAL BEHAVIOR
---------------
Oracle Service Bus 12.2.1.4.0 - Throttling configuration issue

Steps to reproduce:

1 Login to EM console
2 From Target Navigation menu, expand SOA
3 Click on service-bus
4 Click on Projects tab
5 Click on, for example, HelloWorld project
6 Click on Operations tab
7 Click on, for example, HelloWorld Business Services
8 Properties page appears
9 Set Throttling State to Enabled
10 Enter 20 into Maximum Concurrency field
11 Enter 100 into Throttling Queue field
12 Click on Apply button
13 Repeat navigation from step 3 to step 8 - configuration of Throttling is empty
