High CPU and Increased GCs After JDK 8u261 Upgrade (Doc ID 2732651.1)

Symptoms

Garbage Collection (GC) performance and higher CPU load are observed after upgrade from JDK 8u251 to JDK 8u261, on RHEL 7, without any other changes.  The number of Full GCs increased from 0 to 90+ for a 2 hour load test.  The regression disappears after reverting back to JDK 8u251.

Changes

 Java was updated from version 1.8.0.251 to version 1.8.0.261
