Cannot Move Popup Dialogs On Windows 10 With Touch Screen Enabled (Doc ID 2733321.1)

Symptoms

When the user is presented with a popup consequent to an <af:dialog> or an <af:panelWindow> and the client machine has Microsoft Windows 10 installed with HID-compliant touch screen enabled, the user is not able to move the popup by dragging with mouse.

Similar issues have been addressed through <Patch 26587490> and <Patch 25714068>, but none of these fix this particular behavior.
