WLS_REPORTS doesn't Start as Windows Service "Error: [Management:141266] Parsing Failure" in config.xml (Doc ID 2734834.1)

Symptoms

Report server (WLS_REPORTS) doesn't start as Windows service.

Installed Fusion Middleware Forms & Reports on Windows server 2012 R2. 
AdminServer , WLS_FORMS & WLS_REPORTS were installed and configured as Windows Services.
But only WLS_REPORTS Windows service doesn't start.

Using windows services manager and trying to start the service it reports:

Pop-up window: 
The beasvc ClassicDomain_WLS_REPORTS service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services.

Changes

 In order to address a known issue with wls-reports not working properly due to missing some jar files in the classpath. the customer modified the cmdline parameter in the registry.
