During the upgrade from OIM 11gR2PS3 to OIM 12cPS3 some situation can occur where the OPSS's KSS certificates can get either corrupted or in some cases missing.
When trying to access the Sysadmin Console > It Resource or search for Applications in the Self Service console bellow errors can be seen:
