Email Notifications Aren't Being Sent For Completed Tasks In 12c

Email notifications for completed tasks aren't being sent to assignees or reviewers.
The issue occurs in customized composites as well as the out of the box OIM composites IdentityAuditRemediation[1.0], CertificationProcess[2.0] and CertificationOverseerProcess[2.0].
This issue has been observed especially in cases where the same notification configuration may have worked without issue in 11g.
Starting with 12c SOA, the WF_ASSIGNEE records are deleted as soon as a task completes due to a new "CleanupCompletedTask" setting which is set to true by default. This setting yields better performance by reducing dormant data records for completed tasks.
