Local ODI Variables Used in "Groovy KM-local" Are not Replaced if Unprefixed and Followed by Concatenation

Symptoms
In Oracle Data Integrator (ODI) 12c, when using local Project-level or Global Variables in a custom Knowledge Module (KM) "groovy KM local", only variables that contain the Project prefix (or GLOBAL) are correctly replaced if concatenated.
To reproduce the behavior:
- Create a Project-level Variable "<VARIABLE_NAME>" with a default value, ie "77".
- Create a custom IKM that has the following step:
