Symptoms

During the startup of a newly built 12.2.1.3.0 Webcenter Content instance, an error message is thrown "Unable to load component 'OracleAdvancedSecurityConfig'. The data file
 /data/oracle/runtime/wcc_domain/WCC_Cluster/cs/components/OracleAdvancedSecurityConfig/OracleAdvancedSecurityConfig.hda' was not found."
