JDeveloper Toplink Application migrated from 11g does not generate JAXB files from xsd (Doc ID 2736925.1)

Migration issue from JDeveloper to JDeveloper

The application has an xsd file that contains all events and data types. This application uses JDeveloper Toplink integration JAXB processor to generate java files for these events and data types. The 'JAXB Content Model From XML schema' wizard is used and works fine for simple xsd files. The progress bar is seen as expected, and when complete the java files are generated and visible in the JDeveloper navigator. However when generating java files using 'JAXB Content Model From XML schema' wizard from a complex xsd file (that has dependencies on two of the simple xsd files) the progress bar is not seen and there are no java files generated. Note that no new java files are seen in the JDeveloper navigator and no exceptions are seen the IDE log window.
