Access Denied After Exporting/Importing APEX Application With an Access Control Page (Doc ID 2738132.1)

Symptoms

After importing (or copying) an APEX application that contains an Access Control Page the following error occurs
when running the application:

component.type: APEX_APPLICATION_AUTHORIZATION
