OIM managed server startup fails at UPDATE_WORKFLOW_POLICIES with error javax.security.auth.login.LoginException (Doc ID 2739527.1)

Customer has applied a bundle patch containing the fix for Bug 31441427. OIM server startup fails afterwards.


Symptoms

 The startup log shows :
