OIM Certification Not Getting Assigned To Delegated Reviewer Or Proxy User (Doc ID 2739601.1)

Symptoms

Oracle Identity Manager (OIM) Certifications are not being assigned to either the original reviewer assignee nor their delegated/proxy user whom they have configured.  There are no errors in the logs.

Suppose an OIM User has a Delegated/Proxy OIM User assigned for their behalf in the "My information" page.  In this scenario, when a certification is triggered it should get assigned to either the original Assignee reviewer or the delegated/proxy user but is not.

For Example:


<MANAGER> user has delegates/Proxy set as <PROXYUSER>.

When the certification is triggered its does not appear to be assigned to either of the above users. Also there are no Email Notification going to these users (if configured).

OIM User manager <MANAGER> has direct reports OIM Users <USER1> and <USER2> and has delegated to OIM User <PROXYUSER>.

A certification called "My Certification" is created and included the two direct reports OIM Users <USER1> and <USER2>.

When the report is run neither the manager <MANAGER> nor its delegate <PROXYUSER> receives any certifications under "Pending Certifications" but under "Certification Dashboard" you see the certification is assigned to <MANAGER>.  Also, both direct report end users <USER1> and <USER2> have received emails (if configured) alerting them of the certification which is pending action by upper management.
