FRM-93652 Error When Starting A Forms Application After Starting A JSP Web Application (Doc ID 2740402.1)

Symptoms

When starting a Forms application after starting a JSP web application, getting the following error:

FRM-93652: The runtime process has terminated abnormally.
Contact your system administrator.

- Issue does not reproduce if the Forms application is started before the JSP application
- Forms installation and Application domain installation, OID and OAM are NOT in OCI, they are all on-premise.
- Using Load Balancer from Oracle Cloud.
- Issue does not reproduce when the Load Balancer is bypassed.
