WLS BSU on Windows: An Error Occurred While Removing Patches - java.io.IOException: Unable to Backup File

Symptoms
On WLS 10.3.6, using the Smart Update (BSU) to remove or deinstall patches:
bsu.cmd -remove -patchlist=<patch_id> -prod_dir=C:\software\oracle\mware\wlserver_10.3 -profile -verbose -log=C:\patchlog.txt
The command is being run from an Administrator command prompt, using an account which has read/write permissions to the directory.
The process errors out when trying to backup the jar file:
An error occured while removing patches - run with logging to obtain detailed information
java.io.IOException: Unable to backup file C:\software\oracle\mware\patch_wls1036\patch_jars\BUG<number>_1036.jar to C:\software\oracle\mware\patch_wls1036\patch_jars\BUG<number>_1036.jar52334.bak
Result: Failure
Failure condition follows:
An error occured while removing patches - run with logging to obtain detailed information
java.io.IOException: Unable to backup file C:\software\oracle\mware\patch_wls1036\patch_jars\BUG<number>_1036.jar to C:\software\oracle\mware\patch_wls1036\patch_jars\BUG<number>_1036.jar52334.bak
