 ADMINSRVR cannot add new Users to deployment:

Test case details:

1. create ogg sca install.
2. create new user "stats" with role "User" . create user fails with "an
authorization of 'User' is required "
3. create new user "stats" with role "Administrator" . create fails with "an
authorization of 'Administrator' is required "
4. no new user can be created.
